I have seen other sites like this in the past but I never seen one with a consultant/affiliate program where you could actually earn commissions for selling the boxes.

It is filled with sample and full size items sent in by sponsors. It is free to be a sponsor and great advertising because they list the sponsors each campaign.
Sponsors can send as little as 20 samples or as many as 150 samples per campaign. Sponsors will even get a free box if they send in 75 or more samples for one campaign.
